Guangdong Intellectual Property Protection Center Successfully Holds Its First Specialized Training on Interpreting Patent Pre-Examination Quality Analysis Reports

To implement the requirements of the China National Intellectual Property Administration (CNIPA) on strengthening the high-quality advancement of rapid and coordinated intellectual property protection through IP Protection Centers, and to reinforce the linkage between patent examination and pre-examination quality management, the Guangdong Intellectual Property Protection Center (hereinafter referred to as the “Protection Center”), in collaboration with the Patent Examination Cooperation Center of Guangdong (hereinafter referred to as the “PECC Guangdong”), held its first specialized training session titled “Interpretation of Patent Pre-Examination Quality Analysis Reports” on January 21. All pre-examination examiners of the Protection Center participated in the training.

 

The training focused on pre-examination quality management. Expert lecturers provided a systematic interpretation of the Protection Center’s Patent Pre-Examination Quality Analysis Report for the First Quarter of 2025, offering a comprehensive analysis of the pre-examination data for the quarter. Through in-depth explanations combined with representative pre-examination cases, the experts also shared practical experience on improving the quality and efficiency of pre-examination through technical feature decomposition and precise prior-art searching.

 

During the interactive session, participants actively raised questions. The lecturers provided on-site responses to a range of key and challenging issues frequently encountered in pre-examination practice, including screening of low-quality applications, techniques for search strategy formulation, and subject-matter eligibility issues related to business methods, thereby effectively addressing practical concerns.

 

This training represents an important initiative by the Protection Center and PECC Guangdong to establish a normalized feedback mechanism for patent pre-examination quality and to jointly enhance operational efficiency. It further promotes their cooperation toward a new stage characterized by institutionalization, standardization, and regularized collaboration.
