Guangdong Records Over 38 Billion Data Intellectual Property Registrations

Since launching the pilot program for data intellectual property (Data IP) in 2022, Guangdong Province has actively explored the development of Data IP regulatory frameworks, improved its registration mechanisms, and strengthened the protection and commercialization of data assets, achieving significant progress.

 

As of the end of January 2026, Guangdong has established a professional team of 130 certified Data IP examiners. The province has received 6,199 Data IP registration applications and issued 4,244 certificates, covering a registered data volume of 38.6 billion data records. In addition, 31 Data IP pledge financing registrations have been completed, facilitating 14 transactions involving Data IP trading and insurance.

 

Following the issuance of key policy documents—including the Three-Year Action Plan (2024–2026) for the Protection and Utilization of Data Intellectual Property, the Guidelines for Data Intellectual Property Registration, and the Guidelines for the Evaluation of Data Intellectual Property Value (Trial)—and in conjunction with an enhanced registration examination and management system, Guangdong has established a structured framework for Data IP registration and utilization. This framework integrates policy guidance, operational standards, and administrative oversight, marking the province’s transition toward standardized and systematic development in the Data IP sector.

 

Looking ahead, in accordance with the requirements of the China National Intellectual Property Administration (CNIPA), Guangdong will continue to deepen the Data IP pilot initiative, accelerate the integration of provincial and national examination platforms, enhance the quality and scale of registrations, expand application scenarios, and promote full-chain development covering registration, protection, commercialization, and value realization. These efforts will further facilitate the integration of Data IP with the real economy and support high-quality development.
