China's First Cross-Border Joint Operation Mechanism for Intellectual Property Agency Services Launched in Guangzhou

On the occasion of the 26th World Intellectual Property Day, the "2026 Nansha District Intellectual Property Publicity Week Themed Event" was held on April 20 in Nansha, Guangzhou. During the event, the Nansha District Administration for Market Regulation officially released China's first cross-border joint operation mechanism for intellectual property agency services, exploring a new collaborative service model between Mainland IP agencies and Hong Kong and Macao IP service institutions.

 

According to Lin Kai, Director of the Intellectual Property Division of the Nansha District Administration for Market Regulation, under the current legal and regulatory framework, IP agencies from Mainland China, Hong Kong, and Macao may, based on mutual trust, enter into joint operation agreements to establish cross-border IP agency alliances and publicly announce such cooperation arrangements.

 

"This mechanism can effectively reduce client communication costs, minimize duplicated agency expenses, and improve the efficiency of intellectual property portfolio deployment," said Lin Kai. When clients in the Guangdong–Hong Kong–Macao Greater Bay Area seek simultaneous patent portfolio deployment across the three jurisdictions, the alliance may serve as a unified point of contact, inform clients of the corresponding partner agencies in the other two jurisdictions under the joint operation mechanism, jointly prepare patent application documents, and coordinate patent portfolio deployment across all three regions.

 

At the event, Guangzhou Weidou Patent Agency Co., Ltd. and Golden Vine Intellectual Property Co., Ltd. signed a cross-border IP agency joint operation cooperation agreement, marking the official establishment of China’s first cross-border IP agency alliance in Nansha.

 

Subsequently, the alliance signed its first cross-border IP agency engagement agreement with Guangdong Luole Intelligent Technology Co., Ltd., transforming the cross-border joint operation mechanism from a conceptual initiative into practical implementation. A representative of Guangdong Luole Intelligent Technology Co., Ltd. stated that the mechanism effectively reduces communication and agency costs associated with simultaneous IP portfolio deployment across Guangdong, Hong Kong, and Macao, further breaks down regional barriers, improves service efficiency, and provides a replicable and scalable "Nansha model" for coordinated IP development within the Greater Bay Area.

 

During the event, the "Nansha District Patent Navigation Report for the Power Battery Industry" was also released. In addition, the Nansha District Administration for Market Regulation officially launched the "Supporting Enterprises Going Global Southward" Intellectual Property Empowerment Initiative. The Nansha District People's Procuratorate released the "Intellectual Property Risk Prevention and Control Mechanism for Overseas Enterprises" to strengthen IP protection safeguards for local enterprises expanding abroad. Meanwhile, the Nansha Intellectual Property Development Promotion Association published the "2025 Typical Cases of Rights Protection Assistance in Nansha District", using practical cases to further enhance enterprises' awareness of IP protection.
