"From submitting requests to receiving a full patent health inspection report takes only three minutes, drastically cutting enterprises’ costs in patent asset inventorying." Innovative entities in Guangzhou speak highly of the AI intelligent patent inspection function on the Guangzhou Public Service Platform for Intellectual Property Rights (hereinafter referred to as the Platform). In May this year, the Guangzhou Intellectual Property Protection Center (hereinafter referred to as the Guangzhou IP Protection Center) took innovative steps to carry out the pilot program for building a national standardized city for public IP services. Taking the Platform as the carrier, it explored the construction of a digital and intelligent IP protection hub featuring "data-driven operations, AI empowerment and full-chain coverage", fueling the cultivation of new quality productive forces in Guangzhou through digital and intelligent technologies.

In developing the Platform, the Guangzhou IP Protection Center aims to unlock the value of IP data elements and address core pain points including data silos and fragmented business barriers. It integrates five major protection scenarios such as administrative law enforcement, judicial protection and rights protection assistance, enabling data sharing and business coordination across 16 multi-level government departments, thus delivering all-round, one-stop IP support services for enterprises. Meanwhile, it fully consolidates 17 core IP services including domestic and overseas patent filing, accelerated patent pre-examination, domestic and international trademark registration, geographical indications and data intellectual property rights, realizing one-stop online processing of all IP-related matters and greatly boosting service efficiency for market entities. Since its launch on April 18, the Platform has recorded nearly 45,000 total visits and onboarded 2,675 service institutions.

The Platform has rolled out three distinctive scenario-based applications tailored to corporate needs: autonomous enterprise IP management, online patent inspection and comprehensive patent portfolio reports. Empowered by big data and artificial intelligence, these tools help enterprises slash management costs and optimize operational decision-making. The three applications cater to differentiated demands of innovative entities at various development stages. The online patent inspection module evaluates enterprises’ innovation capacity and patent health status. Adopting multi-dimensional data integration, benchmark analysis and visualized presentation, it generates diagnostic results within three minutes, meeting enterprises’ demands for lightweight, rapid and comprehensive patent asset audits. The comprehensive patent portfolio report module addresses enterprises’ in-depth service needs via data-driven full-dimensional breakdowns and customized outputs. It conducts in-depth assessments across six dimensions including patent layout, legal protection, high-value patents and commercialization transfer, providing solid support for enterprises to formulate patent strategies and optimize R&D arrangements.

Guangzhou Betta Pharmaceuticals Co., Ltd. (Betta Pharma) is a key enterprise receiving long-term services from the Guangzhou IP Protection Center. During its IPO preparation phase, the company fully leveraged the Platform: It ran a rapid scan of its entire patent portfolio via the online patent inspection function, laying an efficient, low-cost foundation for follow-up decision-making. Using the comprehensive patent portfolio report tool, it systematically sorted out the ownership, legal status and maintenance stability of its core patents in compliance with STAR Market review requirements, and received targeted suggestions on R&D optimization, furnishing data-backed grounds for its IPO-stage patent strategy. For daily operations, the autonomous enterprise IP management module enabled intelligent management of patent annual fee tracking, legal status change alerts and competitor intelligence monitoring.

Supported by the Platform, Betta Pharma successfully listed on the Sci-Tech Innovation Growth Board of the Shanghai Stock Exchange in October 2025 and smoothly passed all IP-related inquiries during the review process. The enterprise has established a regular IP management and risk early-warning mechanism, laying a solid foundation for subsequent R&D and commercial operations.

A senior official from the Guangzhou IP Protection Center stated that the Platform has provided in-depth services to over 3,000 registered enterprises and innovative entities to date. It offers free access to retrieval services covering 168 million global patent records and 91.33 million trademark records from major economies and the Madrid System, delivering robust support for key industrial planning and corporate operation decisions. In addition, the center has pioneered an offline three-dimensional service model integrating platform promotion, IP navigation analysis and supply-demand matching. Focusing on key industries such as intelligent connected new energy vehicles, semiconductors and integrated circuits, biomedical devices and advanced new materials, it has hosted 10 events covering 400 enterprises with more than 700 participants. The online-offline integrated operation model achieves precise and efficient matching between services and demands, further elevating the overall efficiency of intellectual property protection.
