In recent years, Guangzhou has faithfully implemented the national and provincial strategies and requirements for the protection of intellectual property (IP) rights overseas. The city has efficiently coordinated the development and operation of the national-level Guangzhou Platform for Guiding Enterprises in Responding to Overseas IP Disputes, while taking a systematic approach to strengthening its overseas IP protection framework.

To date, the platform has provided enterprises with more than 600 consultations and guidance sessions, directly helping enterprises recover economic losses of over RMB 150 million and save nearly RMB 6 million in litigation costs. The initiative titled Building an Overseas Intellectual Property Protection System to Support Enterprises Going Global was recognized as one of the 2025 National Rule of Law Innovation Cases by the Chinese Academy of Social Sciences and included in the Blue Book of Rule of Law: Report on the Development of Rule of Law in China.

Prioritizing Prevention

Strengthening Barriers Against Overseas IP Risks

Guangzhou has launched an overseas IP information service platform, established a rapid notification mechanism, and strengthened its risk monitoring system to enable early assessment, early warning, and timely risk response.

As of June 2026, the platform had monitored more than 1,800 cases involving over 4,000 enterprises. It had also disseminated 131 overseas IP updates, issued 49 risk alert reports, and sent 122 warning letters concerning trademark squatting.

To strengthen enterprises' capacity for overseas IP deployment, Guangzhou has developed the "Sui IP Guardians: Supporting Enterprises Going Global" training program and organized more than 30 specialized training sessions. It has also compiled and published the Guide to Intellectual Property Protection in African Countries to support enterprises in expanding their presence in overseas markets. The guide was featured and promoted by People's Daily.

Guangzhou has further strengthened compliance assessment services, providing overseas risk assessment reports for 12 key enterprises and customized trademark monitoring services for more than 30 enterprises. It has also enhanced specialized patent landscaping, patent analysis, and evaluation services for IP-intensive industries, continuously strengthening enterprises' capabilities for international IP planning and deployment.

Ensuring Effective Coordination

Advancing a Full-Chain Approach to Overseas IP Enforcement

Guangzhou has established a working mechanism covering "pre-dispute early warning, in-dispute guidance, and post-dispute assistance", creating a comprehensive protection network for overseas IP disputes. This mechanism enables risks to be identified at an early stage, disputes to be addressed promptly, and compliance efforts to take effect in a timely manner.

In recent years, Guangzhou has assisted local enterprises in successfully responding to overseas patent and trademark disputes, effectively safeguarding their legitimate rights and interests.

Guangzhou has also introduced innovative risk-sharing mechanisms and established the country's first Intellectual Property Insurance Center, launching five types of overseas IP insurance products that broadly cover key risks associated with overseas disputes. Among them, overseas IP infringement liability insurance has been purchased by enterprises on 515 occasions, with total insured coverage exceeding RMB 1.1 billion. This has established the largest IP insurance fund pool in China, and the related experience has been selected as a typical case in the development of China into a leading IP powerhouse.

Strengthening the Rule-of-Law Framework

Building a Sustainable Ecosystem for Overseas IP Protection

Guangzhou has enacted the local regulation Provisions of Guangzhou Municipality on Patent Protection and Promotion, which includes dedicated provisions on overseas IP enforcement and provides a solid legal foundation for assisting enterprises with overseas IP rights protection.

The city has deepened cross-border cooperation among Guangzhou, Hong Kong, and Macao. In collaboration with customs authorities in the three regions, Guangzhou has established mechanisms for intelligence sharing and coordinated enforcement, facilitating the reporting and transfer of information and leads concerning cross-border infringement.

Guangzhou has also deepened its practice of the rule of law in overseas IP protection through international cooperation. In partnership with the Intellectual Property Office of Singapore, the city is developing a full-chain overseas IP protection system for key industries, including biomedicine and advanced manufacturing.

The Guangzhou Intellectual Property Protection Center has been selected for the city's first group of benchmark foreign-related legal service institutions, setting a high standard for foreign-related IP protection services across Guangzhou.

Enhancing Targeted Support

Strengthening Overseas IP Service Provision

Guangzhou has established a multi-dimensional overseas IP service platform. It has signed cooperation agreements with the three national cross-border e-commerce centers to jointly establish IP service stations for cross-border e-commerce. It has also partnered with the Guangzhou Nansha China Enterprise "Going Global" Comprehensive Service Center to strengthen overseas IP protection services.

In Yuexiu District, Guangzhou has established China's first overseas IP service station dedicated to professional markets under the Belt and Road Initiative.

The city has also coordinated resources to establish the Guangzhou Overseas Intellectual Property Protection Alliance, integrating early warning, assistance, resource sharing, and coordinated dispute response into a comprehensive overseas IP risk management system.

Guangzhou has further implemented a pilot program for opening up the patent agency sector to foreign participation, under which four renowned foreign patent agencies have been approved to establish offices in China.

Meanwhile, Guangzhou has enhanced the capacity of its International Intellectual Property Service Hall, bringing together 43 renowned IP service institutions from China and abroad to build an international IP service hub serving the Guangdong-Hong Kong-Macao Greater Bay Area.
